English Councils Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent poll of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of councils seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising savings to weather increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Broader Financial Pressures

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of authorities will have to raise local levies next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of children and adults requiring special educational assistance.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
